The Role of the Council Officers

Officers of the Council are paid staff who work for the benefit of all members of the Town Council, supporting Council and its Committees in carrying out council business effectively.

The overall role of Officers is to provide professional advice and support to Council which is objective and independent. Officers do not take part in meeting discussions or have a vote. Their position is a neutral one, similar to a civil servant in Government.

Officers carry out a wide range of duties, from routine administrative tasks to research, report writing, project management and professional advice on law and legislation. Officers ensure that Council operates within legislation and produce procedures, policies and financial regulations which are the framework within which Council works.

Horsforth Town Council employs a small, part time staff to help them carry out Council business and services. The Clerk and Administration Assistant have a wide range of duties from administrative to finance, legal and project management.
