Regulation 14 Consultation 26th October to 7th December 2018.

As part of this consultation the Town Council has arranged a drop-in session on Saturday 10th November at Emmanuel Baptist Church, Horsforth from 10:30 am to 1 pm.

The drop-in session will allow you to see the draft Neighbourhood Plan and Policy Proposal Map. You may also wish to fill in a questionnaire response.

Town Councillors will be on hand to help answer any questions you might have about the plan.

Neighbourhood Planning Regulation 14 Public Consultation –

Horsforth Neighbourhood Plan

In accordance with Neighbourhood Planning Regulation 14, Horsforth Town Council is undertaking a public consultation and would like to invite comments from organisations and individuals on its Pre-Submission Neighbourhood Plan.

The public consultation runs from Friday 26th October until Friday 7th December 2018.

Proposed Horsforth Neighbourhood Plan

Horsforth Town Council has produced a Neighbourhood Plan which covers the whole of the civil parish of Horsforth, together with a small adjacent area of Cookridge ward to the east. The plan contains a vision for Horsforth along with a set of objectives, planning policies and proposals and community actions to achieve the vision. The planning policies within the plan seek to protect the character and meet the needs of Horsforth, with policies guiding new development, notably for housing, shopping, Leeds Trinity University, and traffic and transport and travel, as well as protection and enhancement policies relating to the green environment (including Local Green Spaces), the built environment and community facilities.

Following this consultation, the plan will be amended and then submitted to Leeds City Council, as required, for a further Regulation 16 consultation and independent examination. The plan, if successful at examination, will then proceed to a local referendum. If the plan receives a majority vote the city council will adopt the plan which will then become part of the statutory development plan – the Local Plan - for Leeds. Any planning applications submitted within the boundary will be determined in accordance with this plan.

This consultation seeks your views on the content of the proposed Horsforth Neighbourhood Plan, together with the supporting Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) Screening Report.

The proposed Horsforth Neighbourhood Plan, supporting documents and evidence base can be viewed by following the tabs and links available in this website. Main tabs are to the left of this text.

Governance – This section includes the request to Leeds City Council to form a Neighbourhood Plan, and the designation of that and the Neighbourhood Plan Area.

Meeting Minutes – This section includes links to the Minutes of Horsforth Town Council’s Planning Committee Neighbourhood Plan Working Group. Minutes of the Planning Committee are available from the Town Council office by request.

Consultation – This section lists the previous and current consultations and the details of those. The current consultation documents can be found under the heading. “Regulation 14 Consultation”.

In addition, the Town Council will be holding a public drop-in session during November 2018, the date and venue of which will be published on the Town Council’s website.

or by downloading. printing and completing a hard copy of the questionnaire (available by clicking here) which may be returned using the pre-paid return facility. Questionnaires will also be available at deposit points and the drop-in event and can also be returned by sending to either of the following addresses: -

The deadline for comments is 5pm on Friday 7th December 2018. The council cannot accept any late comments.
